There are several reasons there may be bumps on your genitals. It is also clear that they are not just related to heat since they have not gone away. You really need to see a doctor and have them examined. If they are the signs of a sexually transmitted infection such as genital warts (HPV or human papilloma virus) for example you can transmit them to someone else if you have sexual contact with that person. If it is caused by a virus, the virus never goes away though the bumps can be treated and removed. Since I can't diagnose anything from this position on the web you will need to see a doctor. You might want to go to your local health department which diagnoses and treats people with sexually transmitted infections for very little money. A private doctor would cost more. You might also go to a local family planning agency such as Planned Parenthood, or even a dermatologist. What ever you do, get to a doctor before having any other sexual contact. You need to get them diagnosed and TREATED!
