This is an important question. Since these changes seem to be new to you as I read your profile, it is hard for me to determine without looking at you what these are from.
The only way you can know, and get some help with them is to see a doctor as soon as possible. In Canada you have many doctors who can see you and ease your concerns. Not everything you described to me in your profile suggests that you have a disease. You may be dry and itchy because you are allergic to the soap you use in washing, or to the soap used in your clothes washing. Even itchy testicles (balls) are caused by allergic reactions. As men develop there are often more bumps on the skin covering the testicles, where hair then grows as well.
In order for you to really know, you need to see someone who can examine you. I hope you will look for a doctor and get some expert treatment upon being seen.
