Hello and thanks for your question. Even though the head of his penis was not all of the way inside of you, it is still possible that some pre-cum was present and there is the chance that there is some sperm in pre-cum. The chance that you are pregnant from this is pretty low, but still present, and so you should watch for other signs of pregnancy and take a pregnancy test.
Pre-cum usually only has semen in it if the man has ejaculated not too long before hand, and hasn't peed in that time period. For example, if you were fooling around and he ejaculated, cleaned up, and then you decided to see what sex felt like, there could be sperm in his pre-cum. If however, he had peed before inserting his penis, there would likely not be any sperm present. It is important to remember that even if there isn't any sperm, pre-cum can still pass on sexually transmitted infections (STIs).
