I have small white,what appears to be bumps around the bottom of the head of my penis. What are these? Can they be transmitted through oral sex?

The bumps you describe could be a couple of things. They could be papules - harmless, pimple-like bumps - that cannot be transmitted. Or they can be genital warts, which can be passed along to a partner through skin-on-skin contact, e.g., grinding.
