Question:
Can a man pre-cum without it being for any reason other than sexual or a health issue?

Answer:
by Brian Zamboni:

It is normal to have precum. Precum can occur without a full or even partial erection. Although precum is usually associated with sexual thoughts, this is not always the case. A man who avoids thinking about sex or who avoids sexual activity is more likely to experience precum (and also more likely to have a nocturnal emission, which is ejaculating during his sleep), but again this is not true for every man. Precum is not typically a sign of a health problem, but seeing a urologist could provide further peace of mind.
