Yes, this is quite possible. When a person has hemmhorroids, they can be quite uncomfortable or even downright painful. Even common everyday activities can be painful - going to the bathroom, wiping, sitting down, driving, clothes rubbing, etc. So, I hope you can imagine that any contact or penetration of the anal area when the hemorrhoids are active, could be quite painful.
Depending upon her particular situation, there could also be periods where the hemhorroids have receded, and slow, gentle, well-lubricated penetration would not be painful. That would be up to her to let you know what was ok or not ok. She should be in charge of determining what happens to her own body, just as you would be in charge of yours. Also, she should see a medical doctor to determine if there is anything that could be done to make the condition better.
I have one last question for you though. Why would you not believe her when she says that something is painful? If your desire to have anal sex with her is overwhelming your care for her being in pain, then this is a different problem entirely. Feel free to write back if you have further questions.
