Thanks for writing back. And you are right, Teenwire is a reliable web site. I usually trust all their information but in this one they are being a little too conservative. I think they just don't want people to get into trouble.
If you and your partner are rubbing genitals together and he should ejaculate into his underwear, even though it will get moist, as long as you have underwear on as well, sperm just can't penetrate through. It is really too fragile and doesn't have the ability to move well through clothing.
What you do need to be careful of, which is what teenwire was probably being cautious about, is that semen from the ejaculation can get outside of the underwear and get on the skin. If there becomes skin to skin contact of the semen which is keeping the sperm alive, then there is a very small (and I mean very small) chance that sperm could find enough moisture to keep moving. It doesn't have the same motivation that it would have if placed in the vagina, but there have been suggestions that it may create a pregnancy. Lots of people do the kind of sex play you describe though and pregnancy isn't going to happen. Spreading of disease could though.
You didn't ever mention if your partner has had previous partners, and you do need to be careful of disease germs which harbor in semen AND on the skin/hair of the testicles, penis, and vulva of the girl.
