You indicate that you get a rash sometimes when giving oral sex. Is there any pattern to the situations in which you experience a rash? For example, the duration of oral stimulation, whether or not your partner had just showered. Is your skin sensitive- do you get rashes from moisturizers or other products? If so, you may want to consult a dermatologist. You may also want to try a dental dam if you have not already done so. You do not mention any problems in your own sexual desire, arousal or ability to reach orgasm, so it would seem that your Diabets Mellitus and any potential vascular changes has not impacted your sexuality.
