Question:
on my right vaginal lip, there is a small red itchy bump. it hurts to rub. i am a virgin. i am really worried that it could be cancer or something. it has appeared before in other places. any ideas?

Without a diagnosis from a doctor who actually looks at the small, red, itchy bump I cannot tell you for sure what it is. But, I can probably rule out that it is cancer. That just isn't usually the way cancer presents itself.
Since you are a virgin, I am also assuming that it is not a genital wart. If you have fooled around with a partner who may have touched you externally with their genitals or touched you with bodily fluids on their hands or mouth, it is possible that even being a virgin you might have genital warts, also know as human papilloma virus.
You also said that it has appeared before in other places but you didn't indicated if these other places were on the vulva (genital) area or other parts outside of the genitals.
It is very common for us to have pimples on the labia (lips outside vagina) from perspiration or reaction to soaps,etc. My best guess from what information that you have given me is that it is a normal pimple or bump that will eventually go away on its own. Some people are more prone to getting these bumps than others which is why some women have them and others do not.
If it continues though, I would suggest that you get brave (since only YOU can take care of your sexual/reproductive health) and go to a doctor you trust and ask about it. I know that doing this concerns you but it is important that you learn that there are doctors who are trained to deal with these physical situations and that this bump may be no different than any you might find on your face.
