Question:
Recently a new friend told me he had penile reduction surgery..is there such a surgical procedure? I'm pretty skeptical.

I have never heard about a penile reduction surgery. But that does not mean that it does not exist. Theoretically many surgeries are possible, including reduction of penile size. You may want to ask some of our experts on men's health.
